Scholarship Committee Members

Scholarships provide an opportunity for many people to earn an education.

Without assistance from an outside source, students may have trouble paying for the degree they need in order to enter the workforce and become contributing members of society. A scholarship allows students to focus on academics, increasing their chances of staying in school and graduating on time. Students who receive scholarships have fewer financial concerns, more time to study, and a greater chance of success.

  • Professionally, Karen spent 32 years as a teacher, most of which in the WASD. Currently, Karen serves as President of the WASD Board of Directors. Since retiring, she has been honored to serve on several other boards: The Institute (formerly at Renfrew), The Franklin County Learning Center, Deacon Board at FFBIC and YL of Franklin County. Much of Karen's time is spent with her husband, Ed, visiting their nine children and 13 grandchildren.

  • Mayor Richard Starliper is in his fourth term as the Mayor of Waynesboro. His duties include overseeing the police department, performing weddings and officially representing the borough at many functions, such as Chamber events, and other Waynesboro events. He has been a member of Borough Council for 14 years, and is completing his 16th year as Mayor of Waynesboro.

    He has been a past member of the Board of Health and Borough Authority. He is very active in the community, where he has been a lifetime resident.

  • Greg grew up in Waynesboro and returned to start his professional career following graduation from James Madison University. While at Madison, Greg studied business and ultimately graduated with a degree in Business Management. His studies included a concentration in Economics. Greg started his banking career in 2001 and is currently a Vice President with M&T Bank. Greg maintains responsibility for three of the M&T Bank locations in the Waynesboro area. Greg has been involved with several not-for-profit organizations as either a board member or committee volunteer. Those organizations include the Waynesboro Area YMCA,

  • Clint began his education in the Waynesboro Area School District and then attended High Point University before graduating from Dickenson School of Law. He currently works in the law offices of Kulla, Barkdoll & Stewart and teaches undergraduate and graduate level classes at Wilson College. He has also served as the solicitor for various municipal entities and other civic organizations throughout Franklin County. Clint has served as President of the Waynesboro Chamber of Commerce and on other boards like Alexander Hamilton Memorial Free Library, Franklin County Bar Association, Nicodemus Center for Ceramic Studies, Antietam Humane Society, Franklin County Legal Services and Waynesboro Community and Human Services. He currently resides in Waynesboro with his wife and two young sons.

Disbursement Committee Members

the act of disbursement of funds is planned by a rotating committee of members.

The Waynesboro Beneficial Fund receives, manages and disburses funds provided by our generous donors in order to further the mission of our community. The Waynesboro Beneficial Fund has a fiduciary responsibility to its donors to ensure that donations received are used according to the donor’s intent and for an appropriate business-related expense.

  • John is a lifelong resident of Waynesboro attending Waynesboro Area Schools and graduated from Ursinus College with a BA in Economics and Business Administration in 1981. He currently works for Middletown Valley Bank in Waynesboro as Vice President, Commercial Market Leader and has been in the banking industry more than 40 years.

    John also serves on the Board of Luminest Community Development and is involved in many other local community activities. He resides in Waynesboro with his wife.

  • Pastor Bruce did his undergraduate work at Lebanon Valley College and eventually received his doctorate degree in divinity from Eastern Baptist Seminary. He has preached at various United Church of Christ congregations in Ohio and Pennsylvania and currently serves as pastor at Trinity UCC in Waynesboro. He comes to the WBFA board as the designee from the Waynesboro Area Fellowship of Churches. He also serves on the executive committee of the Mercersburg Association of UCC. He resides in Waynesboro with his wife, Narda, who is pastor at the Church of the Apostles in Wayne Heights. They have 3 adult children and two grandchildren.

  • Life-long resident of the Waynesboro area, David McCarney has served the WBFA in many roles and eras: 1976 to 1979, and from 2007 to the present. Dave currently represents industry on the Board of Directors, and previously represented the school board. He currently serves on various boards, including the following organizations: Washington Township Municipal Authority, and the Allison-Antrim Museum. Dave’s past non-profit board service includes the Waynesboro Historical Society, Waynesboro Industrial Heritage Trust, and Green Hill Cemetery Association. Dave is an active member and past president of the Waynesboro Lions Club. He was a Boy Scouts leader in 1972 through 1978, a member of the Central Pennsylvania Easter Seals Board from 2000 to 2008, and a member of the Waynesboro Area School Board from 1973 to 1979. Dave graduated from University of Pennsylvania in 1972, focusing on electrical engineering. Professionally, Dave is President of Control Consultants, Inc.
